High Performance Computing (HPC) has traditionally supported Australia’s most demanding research workloads across disciplines such as astronomy, climate science, engineering and genomics. However, the rapid emergence of artificial intelligence has fundamentally changed the strategic importance of advanced compute infrastructure.
At the same time, Pawsey faced several significant challenges. Existing funding arrangements were approaching critical milestones, governance structures were due for review, commercial cloud providers were expanding rapidly, and the Australian Government was signalling a preference for a more coordinated national approach to digital research infrastructure. Pawsey therefore needed greater clarity about its future role, its relationship with the National Computational Infrastructure (NCI), and how it could continue delivering national value in an increasingly competitive environment.
The challenge was not simply organisational. It required consideration of Australia’s broader sovereign capability, ensuring the nation retained the skills, infrastructure and governance necessary to support critical research, emerging technologies and future AI capability.
Trestle Digital undertook an independent strategic review of Australia’s high-performance computing landscape, examining both domestic and international models to identify options for Pawsey’s future positioning.
The engagement included analysis of national research infrastructure policy, governance arrangements, funding models, international best practice and the evolving relationship between traditional high-performance computing and artificial intelligence. Particular emphasis was placed on understanding Pawsey’s strategic differentiation, its relationship with the National Computational Infrastructure and the implications of changing government priorities.
Rather than focusing solely on organisational strategy, the review considered Australia’s long-term national interests. Trestle developed a strategic framework evaluating alternative future models, ranging from maintaining the existing operating model through to repositioning Pawsey as part of Australia’s sovereign AI infrastructure. Each option was assessed against criteria including national capability, governance, funding sustainability, strategic alignment and long-term resilience.
The findings were presented as a Board-level strategic discussion paper designed to support future engagement with government, research institutions and national stakeholders.
The project reframed the discussion from one centred on high-performance computing to one focused on Australia’s broader sovereign digital capability.
Rather than viewing HPC as a specialised research service, the review highlighted its growing importance as foundational infrastructure supporting artificial intelligence, advanced research, national resilience and future economic competitiveness. It concluded that sovereign compute capability should be recognised as critical national infrastructure and considered alongside broader national AI initiatives.
The work provided Pawsey’s Board with a structured assessment of strategic pathways and recommended further exploration of a national model positioning Pawsey and NCI as key components of Australia’s sovereign AI and high-performance computing capability. This established a strategic framework for future discussions with governments and research stakeholders regarding investment, governance and Australia’s long-term digital infrastructure.
